			<content:encoded><![CDATA[<p>At its public meeting in Godalming today (Thursday 17th May 2012) Surrey Police Authority, the body which oversees Surrey Police, agreed to recommendations from Chief Constable Lynne Owens to adopt a revised approach to the Business Partnering for Police programme which will see the timescales for the programme extended by several months.</p>
<p>Under the new plan, the Invitation to Submit Outline Proposal (ISOP) stage will be delayed until after the summer. This is to allow for additional planning work and public consultation to be carried out.</p>

			<content:encoded><![CDATA[<p>The next public meeting of Surrey Police Authority will take place at 10am on Thursday 17th May 2012 in the Council Chamber of Waverley Borough Council, Godalming.</p>
<p>Surrey Police Authority’s public meetings are an opportunity for local people to hear first hand about the major issues in policing in Surrey from the Authority and the Chief Constable. In addition, attendees have an opportunity to put their questions to the Authority and the Chief Constable on the policing topics that matter to them.</p>
<p>Items on the agenda include:</p>
<p>- Election of SPA Chairman</p>
<p>- Salfords Custody Centre Business Case Update</p>
<p>- Business Partnering for Police Update</p>
<p>- Police and Crime Commissioners Transition Update</p>
<p>The Authority is also due to consider bids received for Esher Police Station as part of the major programme of reforms that began in 2009. As with previous bids, this item will be considered in closed session due to the commercial sensitivities involved, although an update will be released after the meeting to inform the public of any decision made.</p>
<p>The agenda and documentation for the meeting will be made available on the SPA website in due course.</p>

			<content:encoded><![CDATA[<p>At its public meeting on 26th March, Surrey Police Authority agreed to continue with its support for the development of the National Police Air Service Model.</p>
<p>Under these plans Surrey will move from being served by the 2 aircraft of the South East Air Support Unit (SEASU) to being served by aircraft belonging to the National Police Air Service based in Surrey, Thames Valley, Dorset, Essex and London. Implementation in the South East is expected to begin in October 2012.</p>
<p>Members agreed to support the use of Redhill Airfield as a base for an NPAS helicopter in the area.</p>
<p>The Authority also agreed that assurance be sought from the Minister for Policing and Criminal Justice that: the governance and performance monitoring arrangements for NPAS will reflect the national, regional and local aspects of the Scheme; will include Police Authorities or PCCs; and that a review of the scheme will be carried out after 12 months of full implementation in consultation with CCs and PCCs</p>

			<content:encoded><![CDATA[<p>Surrey Police Authority, the body that oversees the work of Surrey Police, was asked to decide on bids received for a number of police stations and buildings at its public meeting on 26th March. The bids themselves were discussed in closed session due to the commercial sensitivities involved.</p>
<p>Please note that identities of bidders and the bids received will remain confidential. No sale will be completed until alternative arrangements are in place.</p>
<p><strong>Cranleigh</strong> – Members agreed to accept a bid received. Agreement has been reached for a Police Post in Cranleigh Leisure Centre which is expected to open in Summer 2012.</p>
<p><strong>Dorking</strong> – Members accepted a bid, subject to planning permission. A Surrey Police front counter is now open at Mole Valley District Council’s offices in the town, with the neighbourhood team also based there.</p>
<p><strong>Epsom</strong> – Members accepted a bid, subject to planning permission. The Authority agreed to allow 12 months for the planning permission to go through. The planned co-location of the Neighbourhood Team in the offices of Epsom &amp; Ewell Borough Council is expected to go-live in the next few months.</p>
<p><strong>Haslemere</strong> – Members accepted a bid received. A police post in the Waverley Borough Council office in the town is expected to open in Summer 2012.</p>
<p><strong>Horley</strong> – Members discussed a bid received and requested some additional information in relation to the site. Members agreed to delay and delegate the final decision to the Chairman, Chief Executive and Treasurer of the Police Authority. Negotiations for a town centre site for a police post are currently ongoing. We will issue a further update on Horley Police Station when a decision is made.</p>
<p><strong>Lightwater</strong> – Members accepted a bid received. The previously identified site for a replacement Police Post on Bagshot High Street has since been found to be unsuitable and an alternative is now being sought in the area.</p>
<p><strong>Chertsey</strong> – Members agreed to extend the marketing period for the Chertsey site. This site acted as a support base to the Roads Policing Unit which has now relocated to Staines Police Station and no replacement is being sought.</p>

			<content:encoded><![CDATA[<p>Surrey Police Authority, the body that oversees the work of Surrey Police, will be asked to decide on bids received for a number of police stations and buildings at its next meeting on 26th March</p>
<p><strong>Background</strong></p>
<p>These decisions form part of the radical programme of changes initiated by Surrey Police Authority and Surrey Police in 2009 in anticipation of a reduction in Government funding for policing.</p>
<p>As well as making substantial savings by reducing the number of senior officers and staff, the police estate, which comprised a patchwork of stations of varying ages and states of repair, was identified as an area where further savings could be made from the annual cost of maintaining them. Many of these stations had daily visitor numbers in single figures. By basing police teams in other public places such as council offices and community centres, our estates costs could be reduced at the same time as maintaining – and strengthening &#8211; police presence in the community.</p>
<p>By reducing costs across the organisation, funding was released for 200 additional Police Constables, all of whom have now been recruited.</p>
<p><strong>Bids for consideration.</strong></p>
<p>The Authority will be asked to consider bids for:</p>
<p>Cranleigh Police Station</p>
<p>Dorking Police Station</p>
<p>Epsom Police Station</p>
<p>Haslemere Police Station</p>
<p>Chertsey Mobile Support Unit</p>
<p>Horley Police Station</p>
<p>A new bid for Lightwater Police Office is also due for consideration after a bid that had been previously accepted by the Authority in December 2011 subsequently fell through.</p>
<p>Members will also hear details of progress towards alternative provisions being put in place for the police teams previously based in these locations. No sale will be completed until alternative arrangements are in place.</p>

<div>WEST Midlands and Surrey Police, together with their respective police authorities, supported by the Home Office, held a conference at the Congress Centre, London on 13th March for interested businesses to learn more about the joint procurement exercise being undertaken to examine the potential for partnership between the two forces and the private sector.</div>

<p>Around 120 delegates from a range of business sectors attended the event. Representatives from other police forces, police authorities and police staff associations were also in attendance.</p>
<p>The Bidders’ Conference is the latest stage in an exploratory exercise involving the Home Office, West Midlands Police and Surrey Police which is intended to establish whether the private sector could assist both forces in improving service delivery and achieving savings in a range of ‘behind the scenes’ activities. The conference follows an advertisement in the Official Journal of the European Union (OJEU) asking for expressions of interest from suitably qualified external organisations to work with both forces.</p>
<p>Attendees heard from the Chief Constables and police authorities of the West Midlands and Surrey on their ambitions and expectations for any potential partnership, along with the scrutiny and governance arrangements that would oversee it.</p>
<p>Both Chief Constables emphasised that working with the private sector would not be about privatisation and that full control and accountability for all services delivered would remain with them. The Chief Constables also restated their clear intention that visible patrols and powers of arrest would remain the responsibility of warranted police officers.</p>
<p>Chris Sims, Chief Constable of West Midlands Police, said: “Today was the first time that we have been able to talk to interested parties from the private sector to outline what we want from any potential partnership.</p>
<p>“The objective of joint working with the private sector is to be more efficient and effective.</p>
<p>“We believe that many of the routine and repetitive jobs currently carried out by police officers or police staff might potentially be done better or at less cost by the private sector, freeing up police officers to carry out frontline duties.</p>
<p>“For example, we would question the cost effectiveness and necessity of using officers to collect CCTV evidence or guard a crime scene.</p>
<p>“We would also like to be able to better use technology to the benefit of the public. For instance at the moment a victim of a crime has no way to be able to track online the progress of their investigation and that is an area we would be keen to explore.”</p>
<p>Chief Constable of Surrey Police, Lynne Owens, said: “Joint working with the private sector could represent an opportunity to bring different ideas, skills and areas of expertise to policing. This is not about replacing officers on the beat with private contractors – any suggestion of that kind is nonsense. We want to take this opportunity to see if the private sector can deliver some ‘behind the scenes’ functions better and more cost effectively.</p>
<p>“This is not just change for changes sake. Let me be clear that we would only be prepared to enter a partnership which promised to deliver significantly more than we could on our own, one in which the Chief Constable retains full responsibility and accountability for every area of their Force’s activity.”</p>
<p>Bishop Derek Webley, Chairman of West Midlands Police Authority, commented:</p>
<p>“The police authorities are the accountable bodies for the process, and we have a duty to ensure that as we go forward we maintain a police service that is fit for purpose, efficient and effective. We will ensure that a proper process for deliberation is in place, ensuring that all the necessary evidence is obtained, and all views are heard. We will approach each decision with an open mind, considering the best interests of the public at every stage.”</p>
<p>Peter Williams, Chairman of Surrey Police Authority, added: “This is a challenging time for police forces and authorities across the country. Whilst our funding may be decreasing, the demands on the police service are certainly not. We have an obligation as Police Authorities to consider all the options for protecting and improving our ability to serve the public.</p>
<p>“This process has already been subject to robust debate and voting within both Police Authorities. Let me make it clear to the public – as I have with potential bidders today – we expect this scrutiny and challenge to continue throughout this process, with any outcome being much the stronger for it.”</p>

			<content:encoded><![CDATA[<p>The next public meeting of Surrey Police Authority will take place at 10am on Monday 26th March in the Large Conference Room at Surrey Police HQ, Mount Browne, Guildford.</p>
<p>Surrey Police Authority’s public meetings are an opportunity for local people to hear first hand about the major issues in policing in Surrey from the Authority and the Chief Constable. In addition, attendees have an opportunity to put their questions to the Authority and the Chief Constable on the policing topics that matter to them.</p>
<p>At this meeting the Authority will agree the Local Policing Plan for 2012/13, which sets out the overall strategic objectives for Surrey Police in the year ahead. This will be the last Local Policing Plan to be agreed by the Authority before its replacement by an elected Police and Crime Commissioner in November 2012</p>
<p>Other items on the agenda include:</p>
<p>- An update on the National Police Air Service (NPAS)</p>
<p>- The Surrey Police Authority business plan</p>
<p>- The latest Surrey Police finance report</p>
<p>The Authority is also due to consider bids for a number of police buildings and stations as part of the major programme of reforms that began in 2009. More details about this item will be released in the next few days. These bids will be considered in closed session due to the commercial sensitivities involved, although an update will be released after the meeting to inform the public of any decisions made.</p>
<p>The agenda and documentation for the meeting will be made available on the SPA website in due course.</p>
