Chief Officers

One of Surrey Police Authority's main responsibilities is the appointment of the Chief Officers of Surrey Police, and holding them to account on behalf of local people.

Surrey's current Chief Officer team is:

Mark Rowley is the current Chief Constable of Surrey Police, with overall responsibility for strategy and operational co-ordination across the force.

Mark Rowley began his policing career in West Midlands, having graduated from St. Catharines College, Cambridge. After a broad uniformed and detective career in Birmingham, he moved to NCIS. Here, as Detective Superintendent, he led on the national deployment of covert techniques to combat organised crime such as telephone interception and tasking of the intelligence agencies. He was a key member of the team that compiled the 'National Intelligence Model'.

On transferring to Surrey as Chief Superintendent in West Surrey, he oversaw major crime reductions and led several countywide initiatives. He was appointed Assistant Chief Constable of Surrey Police in March 2004, where his responsibilities included local policing, crime reduction and criminal justice. He was then appointed Temporary Chief Constable in March 2008, before being appointed to the Chief Constable post permanently in March 2009.

Mark is an enthusiastic advocate of involvement of local people in policing in Surrey which has led to increased public confidence in the police as well as crime reduction.

DCC Craig Denholm is in his second spell at Surrey Police, where he served in a number of roles including Detective Chief Superintendent and Divisional Commander between 2001 and 2008.

Craig Denholm’s policing career began in the Metropolitan Police, moving on to senior roles at the National Criminal Intelligence Service (NCIS) and Hampshire Constabulary before beginning his first tenure at Surrey. His most recent posting has been at the Metropolitan Police, where he served as Commander with responsibility for Specialist Operations and Counter Terrorism.

He returned to Surrey Police in 2009 to take up his current post as Deputy Chief Constable.

Ian joined Surrey Police in May 2008 after 25 years service with the Metropolitan Police Service, where his policing career began in 1983. From his beginnings as a PC in the Wimbledon area, he rose through the ranks, serving as Sergeant, Inspector, Chief Inspector and Superintendent before becoming Chief Superintendent in 2005.

Ian’s last posting before joining Surrey Police was as the head of the Met’s Clubs and Vice Operational Command Unit, protecting children from commercial sexual exploitation and preventing violence and drug use in the capital’s nightspots. Ian’s work brought about an 18% reduction in gun crime in licensed premises, disrupted a number of dangerous criminal networks and brought several key figures involved in child prostitution to justice.

Prior to this, Ian played an important part in the establishment of Safer Neighbourhoods in London, providing innovation, strategic thinking and leadership.

At Surrey, Ian's responsibilities include BCU Command, Partnerships and Citizen Focus (including Neighbourhood Policing, Customer Service and Diversity)

Jerry Kirkby is currently Assistant Chief Constable for Specialist Operations at Surrey Police.

This portfolio covers a broad range of policing activities, from roads policing to emergency planning across the county.  

ACC Kirkby has had a long association with Surrey Police, beginning his career here as a Constable in 1983. 

Prior to taking up the ACC post on a permanent basis, Jerry served as Temporary ACC in Surrey, and in that time led the Force’s well publicised project to encourage Surrey officers to use their discretion to resolve low-level incidents without resorting to formal action. This work has resulted in substantial increases in public confidence and satisfaction, as well as saving many hundreds of hours of officer time.
